In January 2020, the Philippines had its first confirmed case of Covid19. Despite of government interventions, the number of cases continue to rise and adversely impacted the country beyond health concerns. Economic displacement, food shortage, disruption in basic health, nutrition and education services, increase in domestic violence and/or community conflict and even insurgencies were experienced by the country, especially by the poor and marginalized.

To help address the effects/impact of the pandemic, the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program(KC-NCDDP), a poverty alleviation program being implemented by the Department of Social Welfare Development(DSWD), by virtue of Presidential Proclamation No. 929 or “Declaring a State of Calamity Throughout the Philippines Due to Corona Virus Disease 2019” shifted its implementation to Disaster Response Operations Modality(DROM).  The shift covers both the KC-NCDDP and the KC-Payapa at Masaganang Pamayanan-Indigenous Peoples Community-Driven Development Program (KC-PAMANA IP-CDD) implementation.
